Working group on Inclusive Education

The standing working group on “Guidelines”, established two years ago following the 45th General Meeting, was extended by five additional members at the 46th General Meeting in Rostock, and will continue its job as “working group on Inclusive Education”.


The existing members of the working group – Dr. Angela Ehlers (Schleswig-Holstein), Wolfgang Franz (North Rhine - Westphalia), Stefanie Höfer (Bremen), Inge Holler-Zittlau (Hesse), Hendrik Reimers (Federal Referee on Mental Development), Marianne Schardt (Federal Managing Board), and Dr. Peter Wachtel (Federal Managing Board) – will be supported by Dr. Martin Degner (Thuringia), Prof. Dr. Stephan Ellinger (Federal Referee on Learning), Winfried Monz (Baden-Wurttemberg), Manfred Pschibul (Bavaria), and Dr. Barbara Seebach (Saxonia).

The main tasks for the coming two years will be the handling of the many assignments resulting from discussions and ballots at the General meeting.
A first meeting took place in Kassel on January, 24th 2014. A listing of the assigned proposals revealed the scope of the workload ahead.

The field of “SGBXII / SGBVIII” (Social Security Code)

The following issues have been consolidated here:
- Expert symposium on integration support
- Expert statements on school escorts / integration aids
- Proposals on designing the sphere of school escorts / integration aids

The assignment of an expert statement on the qualification of the respective personnel has been added to this field accordingly.

Cross-sectional task of a subsidiary Special Needs Education for an inclusive education, counselling and support

The work on this assignment is based on the existing ‘master matrix’ which has been designed already and will be presented to the Federal Committee at the next meeting.

Possible mandates for Lifelong Learning based on the Guidelines of  the German Association for Special Education (vds)

The existing guidelines will be monitored and substantiated according to mandates for lifelong learning.

The field of “Possibilities of cooperation with other organisations and associations of the civil society” will not be covered by the working group. This is part of the job already taken up by the Federal Managing Board in cooperation with the Association for Education (Verband Erziehung und Bildung, VDE), the Primary School Association (Grundschulverband), the Philological Association, the Education and Science Union (Gewerkschaft Erziehung und Wissenschaft, GEW), and further associations involved.

After exhaustive discussion of all three fields members were allocated to their specific tasks in order to act as efficiently and economically as possible - based on the division of labour.

First outlines were worked out on the spot. These work products will be presented to the participants of the Federal Committee in February. The three working groups will be able to organise themselves and communicate online - as far as possible - in the coming months. A second meeting of the entire working group on “Inclusive Education” has been schemed for Kassel at the end of September 2014.
